The United States Congress has passed a bill which
mandates the Federal Emergency Management Agency (FEMA) to prepare for
“mass fatality planning” and funeral homes, cemeteries and mortuaries
being “overwhelmed” in the aftermath of a mass terror attack, natural
disaster or other crisis.
The bill, H. R. 6566 or the Mass Fatality Planning and Religious Considerations Act, was posted on the govtrack.us website this morning having been approved by the House on September 28.
The legislation amends the Homeland Security Act of 2002
to direct FEMA to “provide guidance and coordination for mass fatality
planning, and for other purposes.”
Noting the necessity for emergency preparedness in
relation to terror attacks, natural disasters and man-made disasters,
the bill instructs FEMA to be sensitive to the fact that Jews and
Muslims require bodies to be buried within 48 hours of death.
“Funeral homes, cemeteries, and mortuaries could be
overwhelmed should mass fatalities arise from a natural disaster, act of
terrorism, or other man-made disaster,” states the legislation.
Should the bill be given the green light by the Senate, the full amended text to the Homeland Security Act will state;
“Preparedness for Mass Fatalities- In carrying out this
section, the Administrator shall provide guidance to and coordinate with
appropriate individuals, including representatives from different
communities, private sector businesses, non-profit organizations, and
religious organizations, to prepare for and respond to a natural
disaster, act of terrorism, or other man-made disaster that results in
mass fatalities.”
“This is just one of those things that makes the stomach
turn: the people who brought us the National Defense Authorization Act
(authorizing the detention of US citizens on US soil) now deem it
prudent to prepare for mass fatalities on US soil,” writes Simon Black.
“FEMA, as you may recall, is the same organization that
couldn’t get bottles of water delivered to New Orleans after Hurricane
Katrina… and held up hundreds of seasoned volunteer emergency service
workers from entering the city for several days of mandatory sexual
harassment training.”
The legislation will only serve to stoke more paranoia
that the federal government is preparing for mass civil unrest that
could lead to a declaration of martial law and require lethal force to
be used, as it was during Hurricane Katrinawhen police were ordered to shoot looters.
The Department of Homeland Security has been arming
itself to the teeth over the course of the last six months, purchasing
ammunition in jaw-dropping quantities.
As we reported last month,
following controversy over its purchase of around 1.2 billion bullets
in the last six months alone, the DHS has put out a new solicitation for
over 200 million more rounds of ammunition, some of which are
designated to be used by snipers.

This is most likely a coincidence, but the irony is stunning. R.I. becomes first state to mandate flu shots for health-care workers

Rhode Island today became the first state in the nation to mandate seasonal flu shots for all health-care workers.
Overriding the objections of health-care workers' unions and the Rhode Island affiliate of the American Civil Liberties Union, Health Director Michael D. Fine filed new regulations requiring seasonal flu shots for doctors, nurses and others -- employees, temporary workers and volunteers -- working for hospitals, nursing homes, home-care agencies and other health-care organizations.
Workers can be exempted from the requirement for documented medical reasons. They can also sign a form saying that they refuse to get immunized. But those who are not immunized will have to wear a surgical mask for each patient contact during "a period when flu is widespread," as declared by the health director.

The county is one of the first localities in Maryland to use the PalmSecure system, in which children from kindergarten to 12th grade place their hands above an infrared scanner. It identifies unique palm and vein patterns, and converts the image into an encrypted numeric algorithm that records a sale.

Military police used for crowd control in South Carolina

expanding effort to merge police and military operations - and make Posse
Comitatus irrelevant - police in Columbia, South Carolina, will use military
police to control revelers after a football game this
weekend.
"Columbia police
are preparing for the big crowds expected after the Georgia-South Carolina
football game Saturday night," WISTV reports. "Officials say campus police,
Richland County sheriff's deputies, the South Carolina Highway Patrol and Fort
Jackson's military police will help with crowd control after the
game."
In addition to
the military, officialdom in Columbia plan to establish Fourth Amendment busting
DUI checkpoints, barricades, and an observation tower "to keep the crowd under
control" and "ensure order."
As Brandon
Tuberville writes for Activist Post, the effort is "nothing more than a
conditioning exercise designed to acclimate the American people to the sight of
U.S. Military troops acting as police and to see it as an ordinary
event."
In June, Capt.
William Geddes of the U.S. Army Reserve in Missouri admitted that it is against
federal law for [soldiers] to do police patrols.
"Perhaps someone
should remind Chief of Staff of the U.S. Army, General Raymond T. Odierno that
it is illegal for troops to conduct law enforcement domestically," Paul Joseph
Watson wrote on June 27.
"In a recent
Foreign Affairs piece, a publication of the Council on Foreign Relations,
Odierno suggested that the army be 'transitioned' into a more 'flexible force'
by deploying in situations normally reserved for domestic law enforcement
officials."
Increasingly,
police are working with the military to conduct domestic law enforcement
operations. "Indeed, the Army and other branches of the military have already
been deployed domestically for precisely that purpose on innumerable occasions,"

In March of the same year, U.S. Army troops were dispatched to patrol the streets of Samson, Alabama, after a murder spree.
In December 2008, the Marine Corps Air and Ground Combat Center dispatched troops to work with police on checkpoints in San Bernardino County, California.
In April 2009, we reported on the deployment of 400 National Guard Combat Support Battalion troops to “maintain public order” at the Boston Marathon.
In the same month we highlighted how
uniformed soldiers were involved in handling a car wreck in El Paso,
Texas, during which a local ABC news reporter and his cameraman were
arrested simply for something they routinely do every day as part of
their job – filming traffic incidents.
These are just a handful of the incidents we have
documented over the last few years where the military has been illegally
involved in domestic law enforcement.
Back in 2008 the Washington Post reported how
20,000 U.S. troops returning from Iraq would be stationed inside
America under Northcom for purposes of “domestic security” from
September 2011 onwards.

Homeland Security 'fusion' centers spy on citizens, produce 'shoddy' work, report says

The ranking Republican on a Senate panel on Wednesday accused the Department of Homeland Security of hiding embarrassing information about its so-called "fusion" intelligence sharing centers, charging that the program has wasted hundreds of millions of dollars while contributing little to the country's counterterrorism efforts.
In a 107-page report released late Tuesday, the Senate Permanent Subcommittee on Investigations said that Homeland Security has spent up to $1.4 billion funding fusion centers -- in effect, regional intelligence sharing centers-- that have produced "useless" reports while at the same time collecting information on the innocent activities of American Muslims that may have violated a federal privacy law. -[Full Article]
